Privacy Policy
 

Ratingen Municipal Library is an institution of the City of Ratingen and is subject to the data protection provisions of the European General Data Protection Regulation (EU GDPR).

In this privacy policy, we provide information about the processing of personal data in our library. We are committed to protecting the privacy of our visitors and to handling and using personal data in accordance with the GDPR.

3. Purpose and Legal Basis for the Processing of Personal Data

The Ratingen City Library provides citizens with access to media (books, newspapers/magazines, CDs, DVDs, e-books, etc.) for the purposes of obtaining information and entertainment.

We need your data to process the borrowing and return of media, as well as to contact you (e.g., to inform you when a reserved item is available).

The legal basis for this is Article 6(1)(a) and (b) of the GDPR.

The data is used to safeguard the library’s legitimate interests (proper media lending).

You consent to the processing of this personal data by filling out the application for a library card and confirming it with your signature.

 

4. Categories of Personal Data

The following personal data is processed during registration and the borrowing process:

First name, last name, address, date of birth, gender, nationality, user group, email address, phone number, branch, issuance date, expiration date, password, library card number, borrowed items, due dates, fees, reason for suspension.

For minors under the age of 16, the full name of a parent or legal guardian is also recorded.

 

5. Recipients of Personal Data

In the case of outstanding payment reminders, data is transferred to the City Treasury of Ratingen for collection purposes. If you wish to register for the Onleihe, use the Filmfriend or Freegal Music streaming services, or access the WebOPAC, it is necessary to transfer data to the respective service providers (see below).

The data is also used in anonymized form for the compilation of statistics.


WebOPAC

Our library operates a WebOPAC on the Internet. You can view your user account online to, for example, renew the loan period for an item. To do so, the following data must be shared with the WebOPAC operator: library card number, password, items on loan, and fees.

Digital Services    

 The City Library collaborates with external service providers online so that you can access some of our media and services online. Using your library card number and the password assigned to you upon registration, you can view, stream, or download various media online. To do so, the following data must be shared with the operators divibib GmbH (onleihe), Library Ideas, LLC (Freegal Music), and filmwerte GmbH (Filmfriend):

Library card number, password, age, and registration status (library card is valid or invalid).

6. Cookies

“Catalog and Account” requires cookies to function properly. Cookies are small text files that are stored on your computer by a website or online service. Below is a list of the cookies used, including their purpose, a brief description, and how long they remain stored on your computer (unless they are blocked or deleted).

ASPSESSIONID: Stores data required to use the WebOPAC during the current session; stored until the end of the session. EU_LAW_INFO: This cookie is created as soon as you consent to the use of cookies in “Catalog and Account.” It is deleted 10 years after creation.

Each time you visit the Ratingen City Library website, technical data (IP address, name of the page accessed, date and time of access, amount of data transferred, and a notification indicating whether the access was successful) is temporarily stored. This data is primarily used for system security and the technical administration of the network infrastructure and is subject to automated deletion. The Ratingen City Administration cannot link this data to a specific individual.

 

7. Data Retention Period

Personal data is deleted in accordance with and upon expiration of the statutory retention periods.

 

8. Data Subject Rights

Right of Access:

You have the right to request confirmation from us as to whether personal data concerning you is being processed.

Rectification / Erasure / Restriction of Processing:

Furthermore, you have the right to request that we immediately rectify any inaccurate personal data concerning you (right to rectification), that such data be immediately erased (right to erasure), and that processing be restricted (right to restriction of processing).

Right to Data Portability:

You have the right to receive the personal data concerning you that you have provided to us in a structured, commonly used, and machine-readable format and to transmit this data to another controller.

Right to Withdraw Consent:

You have the right to withdraw your consent at any time. Withdrawing your consent does not affect the lawfulness of processing carried out on the basis of your consent prior to its withdrawal.

Right to Object:

If the processing of your personal data is necessary for the performance of a task carried out in the public interest (Art. 6(1)(e) GDPR) or to protect our legitimate interests (Art. 6(1)(f) GDPR), you have the right to object.

Right to File a Complaint:

If you believe that the processing of your personal data violates the GDPR, you have the right to file a complaint with the competent supervisory authority, without prejudice to any other legal remedies:
